Champion "Why does ..." Dr. Strange, Vision, Guillotine

1. Dr Strange have active buffs that can be nullified? Sorcerer Supreme's rotating runes are passive... What gives?
2. Vision not have phase like Ghost? Have special attacks that do not multi-hits... that do low, non-scaling damage...? do low damage in general?
3. Guillotine loose charges over time? Have charges built on % of health opponent lost rather?

The simple answer is: because they're old. Those are champs from the original game (Guilly from about eight months in), and those kinds of abilities didn't exist at the time. All Champs did a lot less damage then - in fact Vision's special damage was considered pretty decent.

Interestingly, Vision did once (supposedly) have a short-lived 'shrug-off' ability from his Phasing during his SP3, which removed all negative status effects. It was (I presume) removed later for balance, or just announced but never actually worked. It's still there, in the Changelog, though.
