Willpower in 4.3.1

In 4.3.1, the starburst node inflicts degen on the champion, but willpower is not kicking in. Is this a bug or is it supposed to work this way?

    Gladiator hulk was made for this node.

    Otherwise a good regen champ, failing that, unitman with a healthpot synergy.
