Unlockable affected by glancing

I was using Ibom against Ant-man in the legendary side quest, he had acid burn on him, I attacked and he was blocking and glancing my attacks which were supposed to be unblockable. It was wild. Sadly, I didn't manage to land on that path in my subsequent runs and couldn't replicate it. I thought unblockable ignores block in the same way true strike ignores armour and evade not reduce their ability accuracy.
Is this working as intended or a bug?

    I’ve had this happen with Shang-Chi against CAIW. Wasn’t sure if that’s the way it was supposed to work or not, but I let it go at the time

    Happened with me last year,Corvus sp2 vs capiw in map6.. he blocked it all, was pissed for a minute or two... Never tried it again.

    Ibom goes unblockable in the first frame at the start of an attack which is when offensive ability accuracy reduction does its thing.
