September Solo Objective Not Tabulating Correctly

Per the new Solo Objective released today 2021-09-29...we have to receive, rank up or level up a 5* for the Uncollected objective.
I ranked up my 5* Thor Ragnarok from r2 to r3 and proceeded to level him up the full 45 levels so he is maxed at r3/45. After doing this I checked the Solo Objective and I only received 17 points. By my reading of SO I should have received 46 (1 for the rank up and 45 for the levels). I am missing 29 SO points.
