If you want symbiotes in general the road to labyrinth quests have some 3* in the early chapters, and then you can fight agent venom on the ones he is boss, the 2nd quest that he is a boss costs like 8-10 energy I think is the most free. Also if you want venom specifically you can check auntm.ai it has a least where the champions are in a quests but not their rarity though.
