Decoy Buff Synergy for Vulture

Not sure if anyone has asked this before but I'm looking for clarification here.
Vulture has a synergy with Stealth Spidey. It grants him a decoy buff at the start of the fight. Decoy buff guarantees the next attack from the opponent to miss.
However, when I'm attacked by the opponent... their attack doesn't miss. The buff is constant and stays there from the start of the match to the end.... am i misunderstanding this synergy attribute?
What does it do exactly or used for?
