Easy, there’s a few options I can think of right now.
King groot with one sp1 while you have 3+ furies. Applies 3+ indefinite armour breaks and then just never parry him or use any more sp1 or 2.
Anti Venom. The Klyntar Debuff is one, then you get 4 generic memory debuffs which are permanent. Just never use specials or parry.
Overseer. Bait out 3 specials, then you can do damage. His permanent debuffs cap at 7 so you don’t trigger TM’s immunity. Never parry or use any specials or heavy attacks.
Spidey 2099. Use an sp1 then pause the debuffs until the fight is over. Don’t use more specials, parry or heavy attack unless the debuffs run out.
Plus, really any champ that doesn’t apply debuffs on heavy attack can do it with Mr Fantastic’s pre fights.

One thing I would kind of want to face off against one time is a fully ramped-up Aegon. I don't remember what it's called, but there's a node that Kabam sometimes places on Guilly2099 that charges up her hit counter fast. That, plus a combo shield, and mighty charge to keep you from just debuffing him into oblivion.

Bishop would probably work. I used him on the Smorgasbord Platinumpool in Act 7 and he worked wonderfully there. His SP1 places a ton of node-fueling debuffs on the opponent whenever you're near him (and it seems like you want to be near him all the time with Power From Afar), and every time one of his debuffs are purified he deals extra damage.

Unblockable finale, Armored assault, Agression Prowess, Debuff immunity War machine.
Energise 300%, Aspect of evolution, Vivified, Force Of Will Magik.
Ronan (depends on the hp of WM probably) or Miles?
Need to add True Focus to the second one I'd say. 🙂
If Ronan stalled until 99 Prowess, he could probably do ~ 500k damage before pushing MW to first special.

Sorry to burst the bubble (again), but aggression prowess is the passive one. You're thinking of power build-up, which makes the opponent gain prowess buffs while above 2 bars of power.

So laughably I think Chavez could be an option here if you ran resonate. Heavy counter his specials and heavies, block his specials to get rid of his power gain, then you only need to deal with getting 10 debuffs for smorsgabord, and making sure you heavy counter enough to control power.
Aside from that, I bet Yellowjacket could work to reverse the regen. Block specials to get rid of his power gain.
Apoc + Mr F pre fight's could work as well. Especially if you went Sp2 and then Sp3 to quickly get your 70% concussion on him to stop powerful from afar from triggering so much.

This idea is by no means impossible, but it could be a fun lane:
Shifting Immunity (Bleed/Poison) Do You Bleed? Empowered Immunity Bleed Vulnerability 200% (this is only if you want to make it easier)
Gotta time the bleeds during the proper window so that they can do the most damage, but also keep an eye on the opponent’s power meter because if they shrug off the bleeds when Shifting Immunity changes, they’ll likely see a burst of power.
I imagine Hawkeye would actually be a decent counter to this, with bleed and power control readily available on his sp1.
