Potential Delay to v44.1 Launch

    It is not. For example Void's sig gives him an attack increase while FOTV is active and that attack bonus depends on rank and level. So pretty normal for Hawkeye too.

    Forgot to add. Sig is only independent in cases where you are getting percentage based stuff like surfer's buff potency. Everything else that is related to the champs stats i.e. attack and health, is dependent on rank and level.

    That is a 4*r1 into a 4*r2

    Now I could be wrong but I was under the impression that anything in green text on the ability sheet will also go up as you rank them.

    But as you can see from the 2 screenshots I presented to you, his sig ability does in fact go up higher as you rank up.
