Classic Storm Buff Suggestion

Recently, I duped my 6* classic storm for the 5th time. I don't use her but after seeing her kit I get to know why. All she has is just stun chances on her specials and a bit of shock damage.
Here is my take on her buff that would make her a decent choice. I am not including a detailed buff description here;
Basic Attacks (Max 20 Stacks): 35% chance to inflict a shock damage causing 150 energy damage over 20 secs.
Heavy Attacks: Refresh shock debuffs on the opponent.
Special 2: Removes all shock debuffs from the opponent before lunching this attack. Increase attack rating by 600 for each debuff removed.
Special 3 (Max 2 Stacks): Combine all shock debuffs into passive shock debuff lasting 60 seconds. This debuff doesn't count towards active shock debuff limit and can be refreshed by heavy attack.
Awakend Ability: Reduces potency of bleed debuffs by 95% and regenerates health equal to amount which would have been lost to bleed debuff.
Let me know how is the buff idea for her. This will not make her OP in any way but will give her a way to do burst damage per rotation.

Mutants - Should be all about regenerations, bleed resistances/immunities and some abilities as per their comic counterparts.
Skills - All about DOT (bleeds, incinerates etc), Debuff shrugs, ability accuracy reductions and comic related abilities.
Mystics - Nullify, Stagger, Fate Seal and comic related abilities.
Science - Non-Damaging Debuffs over time like petrify, exhaustion, weakness
Tech - Power Drain, Power Lock, Heal Blocks
Cosmic - Buffs (Fury, precision, Power Gains etc), High Damage totally dependent on buffs.
