6* Cosmic Ghost Rider bugged?

I have a 3*-6* ghost rider. My normal moveset to use is to parry+heavy, parry+5 hit light combo ender for power gain then parry + 5 hit medium hit combo which will give me 2 bars of power then I can execute a special 2. This happens for CGR 3*-5*. When I use my 6*, I get 1.999999% of a bar of power. Not 2 bars during this. What is up with that Kabam? My 6* is not unlocked but the signature ability reads nothing about affecting my power gain so this must be a bug. Can someone look into it.

Power gain is dependent on rank (not rarity) if the champ. R3s have a slightly lower power gain rate than your R5s.

Each rank gives a 5% increase in combat power rate as mentioned here
