Sam Wilson is a champ with awesome utility. However his damage is a little on the lower side. It’s not near bad damage it’s just meh. Many other good utility champs have damage to go with it. Even so, he does feel like a good addition to this game and might have uses in places.

    God Tier
    He isn't amazing, but I love his synergy with CAIW (whom I carry a lot anyway), and OG Falcon (whom I carry a lot anyway), and his synergy with Ant-Man has me legitimately considering ranking him up. I had a 6*r1 Ant-Man ticking >1,000 poison damage with 26 poisons on poor Winter Soldier in RoL.
