Rank/Level up but no change in PI?

I just took my 6*, sig 20 Overseer to R3. His PI is roughly 15K for some reason. That seems pretty low considering I run suicides. Has anybody experienced this before? I’ll post pictures in the comments for comparison’s sake. Currently, R3 Overseer has a lower PI than R2 G Hulk.

Never mind…..After further research, apparently his PI is just terrible.
