  Peni. Shuri is currently underwhelming. She is scheduled for an update I believe in June, but we don’t know anything of what that looks like yet, though I am hopeful. Peni is great. Shuri could end up being better (though unlikely), but Peni is a solid rank up regardless.

  I mean, they are both great characters for something, but easily Peni would be the best option because she is broken on defense. Also, Shuri is getting rebalanced, so you should definitely wait to see if she is much better then

  Peni is an ok defender if you care about that. If she’s awakened she is also a great NF counter. Underrated on offense

  For what it’s worth, I have both at r3 and between the two I would take Shuri to r4… but I’m waiting to see her buff because you never know how that’s going to turn out
