As it seems we have influx of new Summoners in the forums, I'll reiterate what we have many times before:
It is against forum rules to post cheating accusations, regardless of how damning you may feel they are.
The reason is two fold. 1. It does nothing. There is no process in place to report to the forums that results in in-game action. That's because there's an in-game report function that serves this exact purpose. Please report suspected cheaters in-game. 2. It creates witch-hunts within the community; that is not the purpose of the forums.
Additionally, it takes time to ban players; I understand that we would all like this process to instantaneous. The team working on this process has a list of priorities, and just because someone posts a photo it does not mean it will jump up that list.
