AQ tactic not working?

So I decided to try a new tactic today specifically for my shiny new Shuri and it doesn’t work on her. The tactic specifically says when you have a precision effect, not buff but effect, which Shuri gains precision passives but yet she doesn’t gain the vigilance buffs from her gaining her precision passives. Figured since the tactic doesn’t designate “buff” that her précis passives would qualify and she would gain the vigilance buff for this specific tactic. Can you explain if I’m wrong in my thought process on this?

    Well I suppose that makes sense in a way. Man the wording on a lot of things in this game really makes things confusing
