What’s going on with AW

Either I’m a moron, which is entirely possible, or we need more clarification on the new war set up with persistent placement.
A few hours ago it said matchmaking would start soon, then I log back in and attack phase has begun….
Can someone help me understand how to navigate persistent placement.. when to arrange defense… how to select the different attack teams from the members?…

    Defenders for the next war can be arranged at any time during the current war. Masteries are whatever you have set at the moment the war begins.
