  Is it Apple running iOS 16.6 ?
  If so, try updating to 16.7
  Or also turn OFF GameCenter to get MCOC to run (then can turn back on if needed).

  I had similiar problem and this worked for me:
  
  If it's Android and You have this issue only when using mobile network, then You should change APN settings of Your connection to use ip v4 instead of default ip v6.
