Oh, that account is GONE gone. Your second account is almost certainly banned as well or your device itself has been recognized and banned. I don’t mean to pile on, but this was not a smart decision. Hopefully you learn something from it about not trying to game the system or cheat.
That will do it. Kabam said they would be monitoring Necropolis very closely, and taking severe measures against any player that cheated in that piece of content.
Any player that cheated. Kabam can choose, at its own discretion, to ban all your accounts for your egregious cheating behavior. They have no obligation to allow you to continue to play on other accounts. It is possible they chose to do so in this case. And if that's the case, you aren't going to find very much in the way of sympathy from either Kabam or the rest of the playerbase.
Presumably, this is because your other account was also banned.
No! I can access my secondary account to other devices
Most likely, because the automatically logging into the last remembered account on that device, if the account is banned, doesn’t let you proceed into game, so can’t go to Settings in game, to be able to say Logout (or switch to another game account), in order to try logging into a different account.
So, yes, appears as if you are stuck from that device.
And not necessarily because every other account run from that device “should” maybe also get banned (even though that might be warranted, since It's not really the account that cheated, it was the player/owner that did).

Login screen doesn’t appear and whenever I tried to offload/uninstall and reinstall app, I get the same banned message
I do understand the forum is not a place to discuss how or why an account is banned.
Here, the issue being discussed is why a specific mobile device (on which there is already a banned account) is also prevented from a sign-in to another existing unbanned account after the app was deleted and reinstalled (unless the game app is from an unauthorised site or using apk?).
Believe me I learned my lesson from kabam I have a old post I made where I made a fool out of myself because I emulated, but they suspended me I learned my lesson, then richtheman a actual horrible clickbait YouTuber made a video callling me out and dissing me, but I don’t really care I learned my lesson and haven’t had anymore run ins with the ban hammer

When your main account is banned on iOS, you must: 1) Delete the game. 2) Log out of Gamecenter. 3) Sign out of your iTunes account and sign in with a new one. 4) Reinstall the game. 5) Don't cheat anymore.
Like above said, you gotta make a new everything essentially otherwise you'll be in an endless loop of logging into your banned account. An alliance member years ago did LoL on an alt with mods and couldn't log back into his main for weeks til he figured it out, he ended up allianceless and missed a big chunk of rewards for, in his words "the banter"
