Zemo fails to root after 5 cleanses

Every now and then Zemo does not inflict a root passive when running out of cleanse charges. I don’t see anything in his description that prevents the root. Am I missing something?

(Just happened in TB EQ chapter 2 vs Antman for reference).

    If the last cleanse activated during a special attack,then the root doesn't activate. The root can only be activated if the last cleanse is removed while the opponent isn't performing their special attack.

    If the cleanses run out during the opponents special, then they get no root.

    More broadly root has been implemented consistently so that champs are never rooted during their own specials; throwing a special always ends root (although Zemo punishes that) and root cannot trigger on a champ during a special. This is presumably to avoid animation weirdness from specials conflicting with root.
