For high hp opponents maxing assassin is beneficial. The ability reduction is the most important part of the mastery when fighting low hp opponents. I personally maxed DW first because unlessa you are fighting bosses/LOL/RTTL/ROL its hard to argue for maxing assassins first.
Remember lengthening the bleed is very important not just for damage but also for abilities of some champs like x23 (more uptime on crit rating boost), ultron (more chance at larger stacks to caterize), gwenpool (gives higher chance to stun with higher #stacks), AA (longer time to convert to poisons), elecktra (longer time to reduce ability accuracy), etc.

Assasin will benefit your whole roster while deep wounds is limited to your bleed champs
True but you could also say that for your bleed champs this works the whole fight and not just when the opponent is below 18% health when assassin kicks in.
This is secondary but I like the fact that I can actually SEE deep wounds working. I have doubts often about Assassin when it seems like the health is coming off at the same rate as the rest of the match.
It would be nice if there was a visual indicator that assassin was initiated like with Gamora Sp1.
Im half way doing with 100% LOL and I still only have 1 point in assassin. Don’t get me wrong, more points could help, but they aren’t a necessity. Now on the other hand I have Deep Wounds maxed out. It makes champs like Blade, Gwenpool, Ghost Rider, Both Wolverines, etc... just incredible. I woul definitely suggest maxing Deep wounds first if you run with any of these heavy bleed champs
Edit: I also think Deep wounds is a better mastery for every other part of the game besides LOL. You don’t really need assassin for regular gameplay, 1-2 points is more then enough for everyday gameplay....

its HP. But could you imagine if it was percentage? It would be so OP
