This would actually be a neat effect of the weird catalyst recipe for Karnak. It would change little but it might make him more interesting.

Tbh I'd rather Kabam not make an attempt at coding that ability into the game, considering all the bugs and issues that seem to appear when they make very minor changes.
It was part of the early concepts for the game where characters like Karnak with specific heritages would require more materials in order to rank them up but it never went anywhere so as of right now, he's the only one that's like this.
They have since admitted that they wanted to change Karnak into a pure skill and if they do get the approval on that one, then they're going to work on a proper comp package to refund all of the cosmic materials that were used in previous rank ups.
It is not a bug. Karnak rank ups really work that way.

For example, in the earlier days Kabam also experimented with variable level up costs, but then abandoned that experiment. However, Ultron and Sentinel still have those different level up costs from everyone else.
