who to use rank 3 gem on hmm

Being given the 2-3 gem I am wondering who to rank 3. I have Photon, Hulk, Peni and Chavez all at rank 3. My issue is I have a tech champ at rank three already and my two favourite options are duped Punisher 2099 (lucky pull I know), Beta Ray Bill, Hulkbuster and Prowler. I am leaning towards Bill as he's so much fun but so is prowler. Mainly looking for a battlegrounds champ though. who would you choose? Thanks!

    I just have so many 6*A Cosmics too :/ Not many ranked tech options at all. If I didn't have maxed CGR, Herc, Maestro, rank 2 vox, gladiator and venom vs rank 2 Shuri, Prowler and rank 3 Peni. I Would 100% go for Bill you're right

    I have my prowler at R2 with an awakened 6* sentinel relic. Would R3 him in an instant. So good and will always counter domino so he will always be relevant

    Hulkbuster is super underrated. He can take so many fights in BG and finish them quickly. Mine was my first and favorite R3
