Juggernaut seems bugged

So after the November update came live, i wanted to try the 60fps and i did. Well i was using juggs in rol and he wasn't working.
Like he isn't getting his momentum charges while hitting, i can't reach the 10th unstoppable, so not being able to get fury on the sp2 and if somehow i get the fury it just falls off as soon as i hit the opponent
In short
.Juggs is not gaining his unstoppable after 9th buff
.No maximum momentum
.No fury on sp2
wonder if anyone is facing this too?
