It depends on the offense and the content. Most modders are permanently banned. But Kabam won't release any details on the who, what, when, where, why and how of it all because it will just give modders information on how to avoid punishment.

Sometimes they do a temp ban just so they can look into the account more then perm ban as seen that a few times of people getting temp then into a perm

No but also reports take a while since they have to look through data and amount of reports that gets filed but if u knew he was modding why stay in that ally if the leader doesnt care because if caught cheating then u lose war points and it hurts all of u u wont get banned but the entire alliance will get punished in ranking

They will dock points, so you will lose points on war season and place a lot lower than you might think

Bans are at the discretion of the fair play team. Sometimes players get temporary bans if it is a first time offense and not an especially egregious violation. However, they can and have banned players permanently on their very first strike under certain circumstances (modding Necropolis soon after it launched drew immediate permanent bans).
Sometimes the modding is difficult to prove, and it takes longer to investigate, and sometimes they decide to watch the player to observe their activities before banning. And in some cases players are not immediately banned, they are instead banned in ban waves. For example, in the past players modding the arena were not immediately banned when detected, they were instead banned just before some important event that normally requires units like J4 or gifting/banquet events to give them no chance to farm the units lost in the banned accounts. You just never know what the fair play team is thinking, but just because a player isn't immediately banned doesn't mean they've escaped detection.
If a player in an alliance cheats in alliance events, that does not generally cause other alliance mates to be banned. You have to cheat yourself to get banned: being in an alliance with a cheater is generally not enough. However, you can be docked points in alliance war and lose rewards, because alliance war rewards are granted to alliances not individual players. One cheater can bring down the entire alliance when they are caught cheating, in terms of significantly lowering everyone's rewards for any content the cheater themselves was detected cheating in.
