  This is a hobby. People spend on their hobbies of many kinds. People go out and spend tons of money on “experiences” or just getting black out drunk.
  
  If you enjoy the game and won’t to support it, go for it. If you don’t, that’s fine too. Just don’t spend money you don’t have.

  If it makes you paragon, definitely go for it unless you want to just get the story content done and get paragon that way, but like others have said don’t spend money if you are in a financial crunch. We all have FOMO but real life is important.

  I'm going to get hate for this but no especially of you are college student. Save that money for future use in real life.
  Better do story content to get Paragon. That way you will polish your skills and will benefit in later stages of game as well.

  I understand how you feel. With almost 20 years of post college life behind me, I’d tell you what I’d go back and tell myself; don’t be too hard on yourself. The money you spend today will have no impact on your life long term. What matters is whether you can be responsible to not spend above your means and whether you enjoy what you’re doing within reason.
  
  That said, you’re early in the game and you can get a long way without spending. I’d say don’t bother unless it’s your main hobby.

  Yes you should. If you haven't reached paragon by now, it's not certain that you will before the 10 free 7*s arrive. Also, there is no shame in not being f2p and helping support the people who make the game (and keep it f2p for most people).

  So do I need to complete act 8 and explore it

  I'd recommend beating story as far as you can go before thinking about exploring. 8.1 and 8.2 are lengthy to explore, but 8.3 and 8.4 are shorter. Make sure you watch videos to understand the unique bosses and how to fight them. Don't be afraid to restart the quest a couple of times if you are getting destroyed by the bosses, especially the 8.4 boss.
  
  The 8.3 boss is really easy too, so exploring 8.3 when you get there is guaranteed paragon
