Level cap increase, 65 or 70?

Just watching the stream and they said that the level cap is increasing by 10 to 70.
My in game mail says that it's increasing to 65.
Am I missing something or is this a mistake?

    It's progressive. I mean it doesn't matter it will take half a year before we reach 65. The rest will be available by then

    About the Level Cap increase.

    Asking about ENERGY and MASTERY increases (just saw Stream Recap thread, of which pic below is it).
    But at what pacing do you get the +5 Energy and +2 Mastery ?

    Are they spread out evenly ? (1 Energy every 2 XP Levels, 1 Mastery every 5 XP) ??

    Regular xp is minuscule so will take quite a lot

    Sort of. You still get regular xp but it really isn't going to help you level up unless you grind constantly for months. Refined xp is going to come from big time content like act 9.2 or probably the next summer of type content.

    Its also in sigil hence why a new one started to make for this change
