  I absolutely love Wiccan but he does what he needs to at R2 perfectly well - other Mystics deserve the R3 much more.

  Yup

  I happily took him to r3 without regrets to become valiant.
  
  He is the only neutralize champ i have as a 7*, so unless i get a 7* Rintrah in thr short term it is worth the investment. He is also quite low on defense, the extra rank helps keep him alive in matchups. It ultimately depends on whether you have a very good alternative right now as r1 or r2.

  I like him. I have him at r3. I use him everywhere. Very reliable buff counter and has nice dot.

  I fully agree with Pantherus. He's one of those champs that does his job so well in his target matchups that I don't find him to lack damage at rank 2, so I'm not taking him past that.
  
  The only situation I would suggest Rank 3'ing him is if you have no other viable Serpent counter for your war or battlegrounds matchups, because let's face it, we all need one. You'll come across some big healthpools and take a lot of chip damage, so if you can get more survivability and damage in turn, it would really help you there.

Kushala stands out more than any of your other options for me, the only champs she would struggle to take straight up are buff immune ones but even then they aren't matches you'd really begin to take her into. I think she's objectively the best all around champ there and she's also my next R3.

  Wiccan was my first mystic r2. do not regret it, he’s a blast (if fragile). probably wouldn’t r3 him.
  Kushala is a MONSTER. even without the dupe, she’ll pay you back for the, r3 resources.

  I also agree with the others that Kushala is great and probably makes more sense to R3 than Wiccan. That said, if you need a Serpent counter, Cow is also a great one. And not to mention a really beefy defender to boot.
  
  Not trying to cast shade on Wiccan - I have him at R2 as well. Just wouldn’t R3 him with some of the other options you have.
