It will most likely stick to the pattern of rank-ups and story progression. There's really no reason to change that at all. If they did it by level, then the next progression would be painfully far down the road. Progressions have never gone more than an Act apart from each other, which is roughly 2 years of space (though most are 1.5), and making level 70 a requirement would put us a minimum of 2 years away from moving on from a progression that has been around for well over a year. It would be too long of a gap. You could maybe argue level 65, but it would still be silly to change it. The refined XP is coming at a rate too slow to put a progression behind it. Consider this aspect to the leveling as well. That would mean that instead of completing story and rank-ups at their own pace as content releases, players would be subject to a particular clock for finishing a level. So if 60-65 takes a year, then 6 months from now new Valiants would still be a year away. Whereas with content and rank-ups, you can go for it as soon as it releases, or you can come back later. Either way, you don't have to wait an extended period of time through a helpless situation.
Honestly the profession title of valiant has felt kinda pointless. We still have thronebreaker EQ. Top progression level doesn't feel much different from Thronebreaker.

A false hope that we go back to the days where there was more separation between progressions.

We get to leave TB out of the Massive Big OP rewards.
I think they could make it level dependent as only valiant has access to refined XP with the ability to take their player level above level 60. They could make a prerequisite that you have to be at least level 62 along with finishing act 9 or 9.2.6 or something. I imagine they could put something in your objective tab that would give you enough XP to get to the level requirement which only triggers on valiant accounts. That way people who don’t have the title could still do the new story content, and whenever they hit the prerequisite, they could claim the XP, which gives them the new title or takes them closer to earning it.
