What does decelerate do?

The count nefaria synergy with ironman gives him access to declerate but I can't find any info on what it does. Any help would be appreciated

Nvm yeah its agility both do same thing though i believe of ignoring evade theres too many effects that do the same thing its confusing just difference is one ignores dex other is unstoppable but basically same thing of given x potency

I use it for unstopable. He gets a lot of them in right matchups. The designer knew what he was doing.
And i think abyss antivenom run was the first time i used it.

Decreases evade/unstoppable chance by a certain amount. Slow reduces it by 100%

What does decelerate do?
