Guillotine lifesteal broken?

Has anyone noticed Guillotine failing to lifesteal? Typically if I go into a fight with low health I can steal back enough to completely heal or come close. Since the last update I thought she wasn't stealing. Today I've watched even closer. In the last 20 fights not a single life steal. Just curious if anyone else has noticed a problem or if I'm just having horrible luck.
