Taunt versus All or Nothing

Shouldn’t taunt counter the affects of the all or nothing link? I have tried several times but have not seen it work is there no counter to the all or nothing besides power drain/power stop?

    It does but only 70% so not a guarantee, I used it against all or nothing Storm in monthly quest.

    I just I should’ve rephrased I want to know if it works in AQ.
