CPU immediately going into special after missing a heavy attack

The CPU is hitting a special attack right after missing on a heavy attack. I'm countering and the hit isn't landing and the CPU is unreasonably hitting an sp when it should be penalized for missing a heavy attack. I know if I missed a heavy I'd be eating ****.
This isn't an issue of the CPU hitting a special while holding a heavy attack. That's doable. The CPU is hitting a special after a heavy with zero recovery. Sometimes while even still in the air while doing a **** flip kick.
Stop being so cheap, kabam. These mistakes wouldn't happen if you would stop making your cpu so cheap and making it against their logic to do stuff that break the rules you made yourself and set on us.
