Can Elektra Turn Off Sabretooth’s Regeneration?

I just got a 5-star Elektra, and I am not sure if her debuffs can turn off Sabretooth’s Regeneration. Thank you!

    His regen stacks gain a 60-100% ability accuracy
    Elektra reduces defensive ability by 85%
    Shouldnt it reduce the rate at which the regen triggers?

    Yeah, that’s what I thought too.

    Electra ability is only effective while they’re under debuff. Since its technically a passive buff, it may not be affected. Like she doesn’t generate armor breaks in bleed immune nodes because it’s only effective versus naturally immune champs and not for nodes.

    But Evade is a passive defensive ability
    Same with limbo
    And those are affected by ability reduction
