Because he's more than powerful enough already! He doesn't need this enormous buff; which, as @taojay1 said above, would be very poor of keeping with his character. If he got the ability to choose Shock or Power Drain whenever he wanted, he'd be vastly overpowered.
Now if you were suggesting giving Gamora some blaster effects for her SP3, I'd be all for it! There's a GOTG champion crying out for a buff.
