Howard the Duck L3 Buff not triggering [Fix in Progress]

Currently Howard's L3 Buffs are not triggering. For instance, just fought a Psylocke, activated his L3 and Howard did not begin to heal. Fought a Miles Morales, activated his L3 and Howard did not pick up the evade buff.

Could someone please explain?

Howard isn't as bad as you think. His L2 is nasty, heavy armor and a solid regen.

I'm having the same issue. Howard was a mutant master until about 2 weeks ago, now he won't regen on his L3. I've only noticed his L3 proc a power gain against mystics is the same time frame. I love my duck, please return him to his rightful glory.

This is a obvious, glaring glitch with no response from Kabam. I'm kind of annoyed about the lack of acknowledgement
