Getting Tier Sparks

I am unsure why there isn’t a hard section for tier 1 and 2 sparks while there is one for getting the class sparks. Each time I do the whole medium daily spark I tend to only get 1/2 of a tier 2 spark. I think either 1 spark should be a definite for finishing the mission, or a harder section should be added for stronger teams and more shards.
