When did Kabam start allowing changes to IGN?

Just noticed someone has changed their IGN (or kabam changed it for them). When did this start?

    As far as I know they have always allowed it if you present a good case for it. They just won't allow it without a really good reason. They prevent people from doing it any time they please for good reason, but they aren't heartless about it.
