Is it considered cheating/ collusion to be purposely loosing wars to lower war rating in off season to get easier match-ups in seasons?

Who would they be colluding with ? That’s not the right word. I guess this would be chalked up to a strategy of said alliance. Similar to naming all the team members names as ||||||; this is not against the rules.

Just so you know, I'm in a 5 mil ally since my ally got knocked down to a 300 war rating (Tier 20). We still matched up with alliances a lot bigger than us. So to answer you question, no. Not worth it at all.

A lot of alliances are doing this so you will be fighting the several of the same alliances that you would have fought if no one lowered their war rating on purpose. Technically there is nothing wrong with not placing defense
