Just a question that seems strange to me

I was in an AW today and we were clearly going to lose, so I decided to take on the boss for fun with the mini boss to the left of the boss still active (immune to debuffs node), so I went in with doctor voodoo and used his L2 on an even combo for the power burn but the boss was immune to the burn, no power decrease so therefore no extra damage from the burn, but as it's buffs on voodoo shouldn't it still work? Because if i'm not mistaken (tell me if i'm wrong), vision is still able to power burn against this node which is pretty much the same thing so I don't see why voodoo wouldn't as technically it's not a debuff it's burning power
