Salve and willpower

Salve and willpower completely stop after you been hit by a healblock and it expires. I just fought an SW and a CW. SW hit my Red Hulk with heal block, it went down and salve was not activating after it or willpower from the weakness she inflicted on me. Same thing with CW, hit my Thor with a heavy, heal block stops and heals never return. Is this meant to act like this?

    I know for salve but this was start of the fight. Literaly 10 hits in.
