Punisher 2099
Don't do anything for me:
Nebula
Carnage
Nebula is one of the worst to be released this year, lmao. She's far from god tier in any aspect. He's off on is dormammu and angela which should go up, and cable needs to be knocked down. King groot is iffy, I haven't seen a way he's been used that's actually effective without it being a 5* fully maxed r4 so he should be knocked down imo.
Her shock is her only source of damage and it takes far too long to build enough charges, by the time you get enough to do acceptable damage you could've already killed the enemy with an actual god tier/strong champ. Her regen is minuscule for anyone who prides themselves on not take relentless damage. And her regen is also limited, so its very useless compared to other healers. The only use she has may be in newer players that don't know how to fight yet since her regen is kinda like a 2nd chance.
I'm not saying shes a horrible champ, shes average at best. Like I said before, she's far from godly.

I wish I have her as a 4*, a maxed out 4* Nebula can kill RoL WS easily

All is cool, but you almost lost her with blocks. Max 1 more fight and she is dead with such style of fighting. I fought at ROL against WS with X23, my health bar was full at the end and you again almost lost her.
A+ tier:
Iceman: On defense, his ice armor absorbs a lot of damage and saves him from being stunned once. Coldsnap gets rid of a lot of health instantly, and so far there's no way to get rid of it. In AW, if your attacker didn't take in potions, Coldsnap becomes like a time limit. Beat Iceman before Coldsnap kills you basically. On offense, Iceman is even better. His coldsnap not only does damage, but it removes Evade, INCLUDING MORDO'S ASTRAL EVADE. As long as you spam Iceman's S1 to keep coldsnap active, he effectively shuts down champs like Mordo, Nightcrawler, all the Spider-Man, pretty much any bitchy AW defender who has Evade. Spamming S1 is easier than it looks. Iceman also has Frostbite, which builds and does damage over time. You can stack like 5 Frostbite and use a Heavy to instantly end a match early. Finally, Iceman has ice armor, which can literally eat up an opponent's S3. Lost the ice armor? No problem. Use Iceman's S3 before your opponent uses his to get the ice armor back. People don't know just how risk-free Iceman can be on offense. Honestly top 5 champs in the entire game right now.
Gwenpool: We all know Gwenpool is insanely good because of her bleed damage. On top of that, she has a chance to stun, which would only stack bleed even more. If you get a chance to S2, it will power lock the opponent, and that power lock will stay active as long as you have at least two stacks of bleed. It's stupid good. She also reduces block proficiency. But all of this would only work if you CAN bleed the opponent. Without bleed, Gwenpool is still decent with her stuns and power locks. Best matchup is Gwenpool + Deep Wounds mastery. Worst is if Gwenpool faces someone like Mordo who will randomly astral evade you cuz of the stun.
Archangel: Archangel needs to be able to poison AND bleed the opponent. If you can do that, then he shuts down almost any champ with bitchy abilities (ex. Magik). Poison and bleed combine together to form Neurotoxin, basically a degeneration debuff that doesn't even count as a debuff, meaning champs like Agent Venom can't shrug it off. Neurotoxin also stuns when they expire. And if you have Archangel's sig on, the Neurotoxin's stop regeneration and reduces defensive abilities, a complete Magik killer. But you face ANY champ who is immune to either Poison or Bleed and there's 0% chance to form a Neurotoxin.
A tier:
Dormammu: Very good defender, abilities pretty much rob you from using your specials because they would only hurt you. The only exception is Hulk whose stun ability in his specials give him a clutch edge. Dormammu on defense is also very aggressive, and his Heavy can come out faster than you'd expect. On offense, Dormammu can also shut down champs with a combination of Power Drain and Power Lock. Just end your combo on a medium and it sucks up some power on your opponent. Sometimes even do a 3-hit combo Med-Light-Med to drag the opponent down to near zero power. Then S2 him to lock it there for a while. Rinse and repeat. Or use S1 to nullify any buffs the opponent has. Finally, Dormammu is bleed and poison immune, which is always a plus.
B tier:
Cable: Needs some time to get going because he has a % chance to activate power gain after reaching every power cap limit, so he can be slow in the early game but suddenly very dangerous at the end game. If you have a power drain champ like Vision, Cable is not fast enough to hold up on defense. He's got insane range on his Heavy attack, which also lands free Degeneration debuffs. His S1 becomes unblockable if you use it right after S3. Overall, Cable is pretty balanced, but doesn't have that one gimmick that stands out.
Yondu: S1 has heal block, which is great, and his specials overall hit harder the more your opponent uses his own specials, which makes Yondu a viable option against bosses. His yaka arrow has a chance to bleed or armor break the opponent even when they're blocking, which is awesome. Other than that, Yondu has too few defensive abilities, making him a meh defender, and on offense overall, he doesn't hit hard enough. But his playstyle is unique, making him more of a fun champ to play instead of a real utility player.
The Hood: He's best known for his Invisibility after holding block or using S2, and his sig gives him brief immunity to Stun and a chance to power steal. But Hood's real edge is his ability to stagger the opponent. Put Hood in a crit synergy team to keep that stagger active and say bye bye to Juggernaut's unstoppable ability. Lastly, his S3 hits extra hard the more power the opponent has. Otherwise he has awfully short range on his attacks and has iffy timing issues on block.
Psylocke: She has the gimmick to lock the opponent's power, but it takes a really long time to get going, mainly because Psylocke herself gains less power from hits and you have to time her S1 correctly so she keeps getting S1 back by eliminating one full power meter from the opponent. Cool concept of utility, but it requires patience and a lot of blocking to perfect her.
Punisher 2099: Same deal as Psylocke. Cool abilities but that battery takes time to build. Your goal is to constantly use S1 and/or S2 to prevent that battery from hitting Overdrive, since it'll drain your battery all the way down to nothing. Or you can constantly reach Overdrive to get an attack boost. Either one, it takes time for 2099's full potential to kick in. Sorta like a Tech version of Cable.
Nebula: Almost exactly like Psylocke, in that you have to perfect your timing and your patience. Her entire damage gimmick is to store those shock charges to 20, parry, and then activate S2 to give one hell of a damage beating. But charging those shock charges often requires you to block often or even backdash, increasing the chance of trapping you in the corner. Even if you keep hitting the opponent to avoid the corner, you then risk going past S2 and into S3. Very polarized about her. She has potential but takes patience.
King Groot: Even though I think KG is top 5 Cosmic, he's this far down because of his hilariously bad attack stat, which only improves once you get permanent Armor Breaks up by consuming Fury stacks. His sig does help a lot of this, giving him more Fury to use up and a regeneration every time he uses all of them. He has insane health but doesn't do much on defense to make him a bitchy opponent. Just prevent him from using S2 and he's just a better Hulkbuster on defense, which isn't saying much.
Angela: Angela is a weaker Cable, in that she doesn't have a key specialty and then her stats and abilities aren't that great either. Her regen is a joke, gaining armor doesn't help much as an attacker. Your only option is to time S1 correctly so you can build Fury stacks. As a hitter, she is pretty solid at two or more Fury stacks active. But she doesn't have Bleed, Stun, etc. You have much better options to use on offense before you ever think of Angela.
C tier:
Carnage: Conceptually, Carnage sounds awesome, being able to gain 5 potential buffs and have them permanent, and having the buffs vary on what hits you're using. That really is a cool concept. The problem is after you get 5 of the permanent buffs and he's still hitting the opponent like he's Luke Cage. On offense and defense, Carnage is weaker than Venom in almost every aspect. Kabam needs to buff Carnage's attack or bleed, making him a Cosmic Gwenpool. As of now, however, Carnage is literally only good for prestige.
You just don't know how to use her. Nebula can do mega damage and regens nicely.
