Is Winter Soldier Good?

I got my first 5* today, and it was Winter Soldier. Is he good? Please state opinions and tips if you have any.

If you’re up against a champ with a lot of armour like hulkbuster or iron man for example, hollow point will allow your specials to completely ignore it, particularly effective with a sp2.
Incendiary will apply incinerate as well as bleed which can increase your damage against non bleed immunes and give you an alternative to bleed against those that are bleed immune. With this you can still deal DOT.
Hollow point ammo extends your bleed duration. So if you combine that with the deep wounds mastery you can get a very long lasting bleed. If it’s a special 3 bleed, that’s going to be a big chunk of health that the opponent uses, especially if you get that 20% boost whilst fury is active. Special 3 is a great option with incendiary ammo as well.
The sig is nice to have, I used to use my duped 4* quite a lot a while back. His crits have a chance to power drain so sp2 was always a good way to try and get that to trigger. More hits=more chances to crit=more chances to power drain.
He’s one of my favourites to use, I’ve used him in every chapter of Act 5 right up to the very end. He’ll certainly be useful to you if you’re a decent fighter. Congrats on the first 5*, hope you like him.

I used him for a long time in questing, too. I think his reputation suffers from him being the go-to champions for people to take out in ROL. Constantly beating him makes people think he's a poor champion; but actually he's pretty fair, and has good DoT ability, especially when his Fury is on.
Although he's best against champions who bleed (like a lot of skill champions), his Incinerate and Armour-Piercing ability gives him a bit more utility even against heavily-armoured and/or bleed-immune champions (especially if they end up on nodes giving massive armour boosts). Incinerate can also help when taking down opponents who are very defensive and block a lot, as it reduces block proficiency and perfect block.
Well, he's only "meh" unawakened if you don't have the Killmonger synergy others referenced earlier. With it, even unawakened he works similarly to an awakened Star Lord, but with the benefit of reliable bleeds, incinerate, and Fury.
This is mine. I use him on my regular questing team and he is very helpful as others have stated. For aw, I would only use him for offense.
