Current +/- system benefit stronger alliance in uneven matchup in AW

Current +/- war rating adjustment is greatly benefit the stronger alliance. In an even match up, the stronger alliance will only add a few points in alliance rating like +8/-96. That means they have the same chance to have the uneven match up in the next war. The weaker alliance will only deduct a few points, which means they will still have the same chance of having to face a stronger alliance in the next match up rather than a weaker or more even match up the next war as you expect for losing an AW. One of suggestion to solve this may be a fixed +/- points per match at each tier. It may need a tweak in the logarithm in match up but it seems more fair to me.
