Change punishment for cheating/piloting alliance from war rating deduction to multiplier deduction

Current punishment for cheating/piloting alliance hurt both cheating/piloting alliance and other alliance. Personally, we faced cheating/piloting twice after the war rating deduction occurred. We faced a much stronger alliance than we should due to the war rating deduction. The cheating/piloting can still possibly climb back to their bracket due to more favorable match up than it should and it hurt the alliance that they are facing. I would propose it to change the punishment from war rating deduction to multiplier deduction. Each time it find the alliance is cheating/piloting, their multiplier would lower until the end of the war season (Multiplier would lower each occurrence.). This way it will make it almost impossible to climb back and all other alliance wouldn't be punished passively from their lower war rating in current situation.

That is more of a benefit

Where is the benefit? War rating the same, but with lower multiplier. They will get much less points than other ally at same war rating.

I've been suggesting this (among other changes to AW) since season two. Most recently here.

War rating remain the same but there points should be reset to 0. Also lock the players involved so that they cant switch alliance to leech off another alliances hard work

How about actually banning cheaters? Why allow them to continue when they cheat?
