Are either Hawkeye or Luke Cage worthy of rank 4 as a 5 star?

Are either Hawkeye or Luke Cage worthy of rank 4 as a 5 star? I have the ability to take both of them up, should I? Or should I wait for better options in their respective classes. (Hawkeye is duped, signature level 20).

    Hawkeye duped is an absolute beast. I'm dying to rank 4 my 5 star. Still waiting on the cats. Even at 3/45 he destroys anything that can bleed and cleans up with power control.

    LC is good unduped, yet Hawkeye is still good. Definitely rank up both.
