unduped x23 > unduped wolvie (she has better regen, gives more damage, aspecially against bleed immune)
duped x23 >> unduped wolvie (she has better regen and gives way more damage, aspecially against bleed immune)
If wolvie is duped it depends on your skills and preference.
If you can play well you will prefer x23 as you won't take as many hits and she will make fights shorter, aspecially against bleed immune opponents (wolvie really sucks against bleed immune).
If you are a beginner you are likely to get hit often and you will feel more comfortable using wolvie for general questing or low tier wars. Unfortunately not for aq anymore, because sentinels are bleed immune. However, using wolvie also means less damage output => longer figths => more occasions to get hit, so if you really suck x23 may be better again
I would advise ranking wolvie at some point anyway. I find him fun to play, he took me through most of ROL opponents and you won't get him as 5*. X23 you may get as 5* at some point.
