Iceman bug or am i crazy?

When i read his abilities he is supposed to do like 2400 pr frostbite expired on a heavy. But that isnt always the case, sometimes its 2400 when i have 3 on the foe and so on. Am i missing something or is this in fact a bug?

    For me it’s only happens when multiple frostbites expire resulting in a KO. The way I’ve always seen direct damage deal a killing blow is by consuming/displaying the value for the number of charges needed to bring the opponent below zero while exluding the excess from display. YJ’s power sting and multiple bleeds on a target all display this behavior.
