The game probably looked for another 13 million alliance with 850-ish war rating, and when it couldn't find one it started looking for any alliance with an 850-ish rating. You can be matched against a 7 million alliance with similar rating, or you can just watch the screen count hours while you get matched against no one.
The game honestly shouldn't be looking at alliance rating at all. This is the source of all the complaints about matches taking forever and people losing entire war opportunities. Matching by alliance rating is like seating the NCAA tournament by ignoring season record and matching the teams up by their average height.
Being matched against someone in the same tier with a similar war rating is completely fair. Just because the other alliance chooses to lose wars doesn’t make it unfair.
