Cap IW Tech Synergy Broke?

When using these 4* R4 champs: Cap IW and Vision AOU, for Cap’s tech synergy, Vision is not draining 100% of max power when using his S1. In fact he seems to be draining roughly the same amount as he normally would without any synergy.

How is this supposed to work? Or is this mechanic broken?

    It's not Vision
    It is the defender who will set to zero after using his /her special

    I think the opponent will lose all their power when they use a special attack.

    So for example, if the enemy has 50% power and uses a sp1 (consuming 33%), it will lose ALL power instead

    They are correct. I use this synergy every war.

    It is especially useful for kinetic rector nodes with specials you can’t really evade. (Pun2099, Cable, etc.) you can block the special and they still reset to zero power.
