Kabam, do you want to stop tanking? This is real simple.
In the offseason, if you LOSE a war, YOUR RATING DOES NOT CHANGE!
In the offseason, if you WIN a war, YOUR RATING GOES UP!
So you can combat tanking but still allow rising allies the chance to advance in offseason. Please implement this and go back to 2 weeks for every offseason. One week is NOT enough time for an ally to reorganize and recruit after the inevitable departure of members after every season due to burnout. Please.

But it won't help at all. Everyone's war rating will go up that wins. You'll start being matched with Alliances who lose on purpose and then you'll be over-matched and lose more and be put into a bracket you aren't ready for. This suggested system is not thought out at all. Again, very bad idea.
You're essentially asking Kabam to freeze everyone, even lower alliances from progressing to another tier above them during off-season, which can ultimately affect their next season placement.
Ummm NO! If you do that, many from lower tiers, from off-season will have have placed above those alliances due to their rating being higher now (granted they've won wars). Now, when season starts, they have no chance in winning to the higher tier alliances. No alliance should get bumped out of their tier multiplier.
The hard part would be creating a system that accurately identifies tanking. Not placing defenders might not be difficult to identify. I don’t know how that would compare to alliances placing low star defenders.
Even though we lost more this season, the higher multiplier at the start meant we were scoring roughly the same amount of points.
